Reason: We were watching is a continuous sentence.
Subject here, is We, So students obviously Were is placed, as because We is plural form (Was will use if the subject is in singular form).
Now the question arises, Why here have been watching is not placed. We all know about tense. If here have been watching is placed then the sentence will become Present Perfect Continuous. And we know present perfect continuous is used in something started in the past and is continuing at the present time.
(c) By this time tomorrow they will have left.
Reason: Try to understand the sentence. Here its Tomorrow. What is came in mind. That’s mean it’s a future sentence. And according to the rules of future, Subject + Will + Have ….

Sub: Danger caused by the reckless driving of vehicles
Sir, Through your esteemed daily. I want to express my concern about a matter that has caused panic among the daily commuters. We go to different places with the help of some kind of conveyance. The roads especially have become very dangerous. The drivers are not always trained. So reckless driving in such a situation is taking helpless lives day after day. There is none to force the drivers to follow rules and regulations. Strict laws must be imposed. Regular supervision by police will lessen the problem. In addition to that, pedestrians must be cautious while walking on the road or crossing it. I would therefore, on behalf of the commuters, request the authorities to take proper action for our safety. Thanking you
